Grade: Date: 17/01/2026
Subject: Drama
Lesson Topic: Policy development: aims, objectives, government involvement
Learning Objective/s:
  • Describe the main aims and common objectives of tourism policy.
  • Explain the roles of national, regional and local government in policy development.
  • Analyse the six stages of policy development and identify key actions at each stage.
  • Design and perform a short role‑play that demonstrates stakeholder consultation.
  • Evaluate a sample policy framework against its stated aims and objectives.
Materials Needed:
  • Projector and laptop
  • Printed handout of the policy framework table
  • Worksheet with objectives and stage prompts
  • Role‑play cue cards (stakeholder roles)
  • Flip chart and markers
  • Exit‑ticket slips
Introduction:
Begin with a quick show of travel photos and ask students how tourism is managed in their country. Connect their ideas to the concept of a tourism policy. State today’s success criteria: list policy aims, identify government levels, and perform a stakeholder role‑play.
Lesson Structure:
  1. Do‑now (5'): Think‑pair‑share – “What would happen if there were no rules for tourists?”
  2. Mini‑lecture (10'): Definition of tourism policy, its aims and objectives (use projector).
  3. Group analysis (15'): Students examine the handout objectives list and match each to a policy aim.
  4. Role‑play activity (20'): In groups of four, students assume roles (government, local council, business, community) to conduct a stakeholder consultation on a new tourism project.
  5. Whole‑class debrief (5'): Discuss how the role‑play illustrated the six stages of policy development.
  6. Exit ticket (5'): Write one measurable objective they would include in a local tourism policy.
Conclusion:
Recap the key aims, objectives and government levels covered, highlighting how the role‑play linked theory to practice. Collect exit tickets to gauge understanding and assign homework: draft a brief policy aim for a local attraction, citing a measurable target.
